Based on the Instruction of the Minister of Home Affairs Number 39 of 2021 concerning the Implementation of Restrictions on Community Activities (PPKM) Level 4, Level 3 and Level 2 Corona Virus Disease 2019 in the Java and Bali Regions, the Governor of Bali issued Circular Letter Number 15 of 2021 concerning the Enforcement of Restrictions Community Activities (PPKM) Corona Virus Disease 2019.A number of points emphasized that the spread of COVID-19 transmission in Bali Province currently still needs to be controlled properly to prevent the increase in new cases of COVID-19. Therefore, it is important for all parties to continue to maintain health, comfort, security and safety for the Balinese people.Activities at shopping centers/malls/trade centers are opened with the following conditions:a. Activities at shopping malls/trade centers are allowed with 50% capacity until 21.00 pm;b. It is mandatory to use the "PeduliLindungi" application to screen all employees/employees and visitors of the related shopping mall/trade center. Visitors who are allowed to enter shopping centers/malls/trade centers are visitors who have received the second dose of COVID-19 vaccination;c.High-risk community groups (pregnant women, Children under 12 years and people above 70 years are not allowed to enter shopping centers/malls/trade centers;d.Restaurants, cafes in shopping malls/trade centers can accept dine-in with a maximum capacity of 25% and a maximum meal time of 30 minutes;e. Cinemas, children's playgrounds and entertainment venues within shopping malls/trade centers are closed; andf.Tourist Attractions/Tourist Destinations were tested and opened with a maximum visitor capacity of 50% by implementing very strict health protocols and using the "Pedulilindungi" Application. For those who travel by air transportation can show negative results of Antigen Swab Test Antigen, show vaccination certificate, or the can show negative results of PCR Test if they have just received the first dose of vaccination. For Balinese People who experience early symptoms (fever, runny nose, cough, shortness of breath, loss of sense of smell and taste) to immediately carry out PCR swab testi. e. For those who are confirmed positive for COVID-19 without symptoms and mild symptoms, they must immediately take the initiative to go to centralized isolation that has been prepared by the Provincial/Regency/City Government, are prohibited to have self-isolation at home, not to infect their families. For those who are confirmed positive for COVID-19 with moderate and severe symptoms, please immediately go to the Referral Hospital in their respective areas to avoid worsening conditions and endanger themselves.f. Bali Governor Wayan Koster said that his party needed to convey that many cases of death occurred because residents were late in doing PCR swab testing and entered the hospital in a severe condition, so it was very dangerous for their lives, they could not even be saved when they were treated at the hospital.

It was proven by issuing Governor Regulation number 25 in Year 2020 regarding Protection of temple, pratima (purified symbol) and religious symbol, Governor Regulation number 24 in Year 2020 concerning Lake, Water spring, river and sea as well as Governor Regulation number 26 in Year 2020 regarding the Security System of Integration Environment Based on Traditional Village (SIPANDU BERADAT). Thus, it revealed when Governor, Koster announced the issue of three Governor Regulations which aimed to maintain and preserve values of Balinese local wisdom on Saturday (10/7) in the official house of Governor of Bali, Jayasabha, Denpasar. Governor, Koster was also accompanied by Secretary of Bali Province, Dewa Made Indra, Bendesa Agung of customary village assembly, Ida Pengilisir Agung Putra Sukehet, the head of PHDI Bali, I Gusti Ngurah Sudiana and the head of customary village advancement office, I Gusti Agung Ketut Kartika Jaya Seputra and Penyarikan Agung of customary village assembly, I Ketut Sumarta. According to the most important person in Bali, Governor Regulation concerning protection of temple and Pratima (purified symbol) aimed at protecting Hindu holy shrine from damage, thievery, desecration and trespass on religious symbol. This regulation also aimed at facilitating prevention and countermeasures the damage, destruction of temple pratima  (purified symbol) and Hindu religious symbol with sekala –niskala (the seen-unseen)” , he explained to the media. Governor continued the protection of temple, pratima (purified symbol), and religious symbol was implemented by inventory, security, maintenance, rescue and publication. Meanwhile, the security of the temple was conducted by Pengempon Pura(group of society who were responsible to manage the holy shrine / temple) that cooperate with traditional village and local government. The security of the temple was conducted by preserving the existence of temple which had historical value and cultural heritage. Therefore, I hoped that Pengempon Puraand local community participated proactively in informing the existence of the temple which had historical value or presumed cultural heritage to the relevant agency, he asked.
